necromancy:

from the merriam-webster dictionary

meaning:

conjuration of the spirits of the dead for purposes of magically revealing the future or influencing the course of events

magic, sorcery

it’s made of:

NECRO: those that are dead, one that is dead

MANCY: divination

in japanese, cat is written like this: 猫.

to put this all together,

a nekomancer is someone who practices nekomancy.
which is (using the merriam-webster definition for necromancy):

conjuration of (the spirits of) cats for purposes of magically revealing the future or influencing the course of events

to put it in a more rpg way, a nekomancer is like a necromancer but he does not use dead people(’s souls), but cats ;)
